Xining at 2,261 m:
another way to grow

Capital of Qinghai and the most populous city on the Qinghai–Tibet Plateau. No air conditioning in summer, power and land far cheaper than in the east, abundant green electricity and a cool climate — exactly what data centres and highland agriculture need.

Four advantages

Qinghai's "four bases" strategy, and the backbone of Xining's investment pitch

Clean energy hub

Qinghai has a high share of solar and wind capacity and abundant green power. Xining hosts a full photovoltaic and lithium-battery storage chain, from polysilicon and monocrystalline silicon through to modules.

Green organic farm produce

A cool plateau climate with clean soil and water suits deep processing and cold-chain export of yak, Tibetan sheep, highland barley, goji and sea buckthorn.

International eco-tourism

Qinghai Lake, Kumbum Monastery and the Qilian Mountains are all within reach. Summer averages around 17°C, making Xining a base for road trips — with room for boutique lodging and cultural products.

Green computing base

A cool climate cuts cooling costs and green power is supplied directly. Under the "Beijing data, Qinghai computing" programme, AI computing, supercomputing and data-labelling businesses are setting up.

Location and transport

Air

Xining Caojiabao International Airport serves major domestic cities; international connections via Xi'an, Beijing and Shanghai.

Rail

The starting point of the Qinghai–Tibet railway and a stop on the Lanzhou–Xinjiang high-speed line: about 1 hour to Lanzhou and 4 hours to Xi'an.

Road

Connected to the Hexi Corridor and towards Tibet and Xinjiang, and a key staging point for goods heading into Tibet.

Market reach

Serves all of Qinghai and reaches Gansu, Tibet and Xinjiang — well suited as a regional warehousing and distribution node.

What Taiwanese businesses can do here

Given Xining's resource base, these four are the easiest to get off the ground

Farm produce processing and cold chain

Yak, Tibetan sheep, goji, sea buckthorn and highland barley — standardised cuts, ready meals, supplements and gift products, with cold-chain storage.

Tourism lodging and cultural products

Around the Qinghai Lake loop and summer visitors: boutique guesthouses, campsites, cultural products and travel-tech services.

Green computing services

Data-centre operations, compute scheduling software, data labelling and cleaning, and AI application delivery, close to the "Beijing data, Qinghai computing" projects.

Retail and lifestyle services

Taiwanese-style restaurants, bakeries, tea shops, education and cultural retail, and chain stores — core districts still lack these brands.
